The city is taking steps to fill long-vacant positions at its water treatment plant and within the Department of Public Works after admonishments from the U.S. Environmental Protection Agency over a lack of staffing. Newly-recommended DPW director Rob Bincsik told the City Council Wednesday, Oct. 18, that Flint is considering two candidates to fill his current role as water supervisor and around 15 to fill lab tech positions at the city's water treatment plant.

A federal judge has blasted the City Council's failure to vote on a long-term water source for Flint and ordered it to make that choice by Monday, Oct. 23. U.S. District Judge David M. Lawson made the ruling in a written, 29-page decision dated Tuesday, Oct. 17, saying he has the authority to require the council to act after it failed to do so previously in spite of "abundant opportunities to exercise its prerogatives." "The failure of leadership, in light of the past crises and manifold warnings related to the Flint water system is breathtaking ...," Lawson wrote in the opinion.
