City Manager Bill Lindsay, who is credited with helping to pull Richmond out of financial ruin, has announced he will retire later this year. A former city manager of Orinda, Lindsay arrived in Richmond in 2005, recruited by former Contra Costa County Administrator Phil Batchelor, who served as interim city manager.

Someone won more than $300,000 Wednesday after playing a California Lottery Powerball game ticket at a Richmond drug store, officials said. The ticket, which gave a still unknown person a $307,406 win, was played at the CVS store, 2151 Meeker Ave. The player was the only one in the state to pick all five regular Powerball numbers, which were 6, 13, 19, 36 and 51. Had they also gotten the power number of 18, they would have won $348 million.
