No words were exchanged before a Philadelphia man whose hands were raised was shot five times at close range and left dying along a road near Williamsport last November. That was the testimony Thursday of Joshua Aquille Cooley who said he witnessed Zachary James Williams, 22, of Williamsport, shoot unarmed William Maurice Dowling, 25, with a stolen .38-caliber revolver.
